Purchase of maintenance works for the equipment in operation

“OilGasScientificResearchProject” Institute of State Oil Company of Azerbaijan Republic (SOCAR)
announces an open procurement competition (28019-TX24) based on the principles of Two envelopes and Closed envelopes in order to purchase maintenance works for the equipment in operation in the" Centralized Printing Office " Department 

                


Documents to be submitted for participation in bid:
Application letter for participation in the competition (the form is attached);

 Technical offer
Financial offer
Application for participation in tender (signed and sealed) should be submitted in Azerbaijani or English languages no later than 26.08.2024, 16.30 pm by Baku time, to the address of the Purchasing organization specified in the notice.
The copies of the required documents (except the offer) may be sent to the e-mail address of the contact person specified in the notice. In this case, the originals of the documents shall be submitted to the Purchasing Organization until the last day of submission of the bids (offers). 



The deadline for submission of the bids:
An original and two copies of the bid shall be submitted to the Purchasing Organization before 02.09.2024, 10:30 am-by Baku time. 
Bid proposals should be prepared and presented separately, consisting of commercial and technical offers. Commercial offers, as well as technical offers shall be applied in separate envelopes on the opening day of competition proposals. The opening process of envelopes will be fulfilled in two-step form. That means, after commercial and technical proposals will be applied in separate sealed envelopes, technical offers will be assessed firstly. In the period of investigation of proposals, commercial offers shall be kept by Purchasing organization. After the end of technical assessment, applicants shall be invited to Purchasing organization by setting a meeting time, commercial offers of applicants which do not meet the requirements of general technical rules shall be returned without initially opened, proposals of applicants which passes the assessment process shall be opened and declared. The proposals of Applicants whose technical and commercial offers are submitted in the same envelope shall not be accepted. 
Bid envelopes submitted after the specified date and time will be returned unopened. 




The acquisition of participation fee and a set of basic conditions:
 Those wishing to acquire a set of basic condition in Azerbaijan or English languages can obtain it from the contact person in electronic or print form after paying the participation fee in the amount of 59.00 AZN (VAT included) or the equivalent amount in freely convertible currency to the mentioned account, till the date specified in the paragraph I of the notice, on any business day of the week from 9:30 a.m. to 17:30 p.m.

 Time, place and the opening date of bids:
Technical envelopes will be opened on 02.09.2024 at 11:00 a.m. by Baku time at the address of the Purchasing Organization specified in paragraph V of the notice.

Information on the opening date of financial envelopes will be sent to the e-mail address of the bidders.

Operating period: 12 (twelve) months

Scope of work

1.     Assembly and disassembly of the main equipment units and mechanisms.
2.     Diagnostics of mechanical (hydraulic), electrical and electronic parts using special measuring devices
3.     Conducting visual and detailed (inspection) diagnostics.
4.     Restoration and strengthening of obsolete model parts and equipment units.
5.     Lubrication of lubricated parts and parts, filling or changing lubricants according to the        
         schedule, checking the entry of oil into the lubrication points, eliminating oil or liquid leaks
6.     Replacement or restoration of separate parts or assembly components
7.     Adjustment and calibration of parts and equipment units.
8.    Restoration of coordination of assembly components and initial trajectories, their interaction, is accompanied by replacement or restoration of details of all assembly components, and for this,  complete disassembly, assembly and adjustment of equipment.
9.     Inspection and repair of control mechanism elements and safety devices.
10.     Cleaning of equipment component from dust, dirt, grease and debris.
11.     Tightening of fasteners.
12.     Checking the tension of springs, belt drives .
13.     Inspection and cleaning of electrical equipment elements
14.     Inspection, adjustment and lubrication of the operation of the tape tensioner mechanisms.
15.     Commissioning of equipment after maintenance and repair.
16.     Planned preventive maintenance is carried out according to a complex plan to ensure the    equipment's operational capability throughout the entire service life
