“Oil and Gas Construction” trust of State Oil Company of Azerbaijan Republic (SOCAR) 
announces an open procurement competition (№25049AM-24) )(Extension) in order to  meet the demand for different elctrical goods



Documents to be submitted for participation in the competition:
Application letter for participation in the competition (the letter is attached);
Bank document on payment of the participation fee;
Bid (must be valid at least 60 calendar days after the date of opening the competition bids)
Application for participation in the competition (signed and sealed) and the bank document on payment for participation should be submitted in Azerbaijani, Russian or English languages no later than 30.07.2024, 17:30 ( p.m.) by Baku time, to the address of the Purchasing organization specified in the notice.
The copies of the required documents (except the bid) may be sent to the e-mail address of the contact person specified in the notice. In this case, the originals of the documents shall be submitted to the Purchasing Organization until the last day of submission of the bids. 


The deadline for submission of the bids:

Financial and technical proposal of the competition with 1 (one) original and 1 (one) copy (4 envelopes in total) 06.08.2024, Baku time: from  16:00, for registration at the Procuring organization must pass. The opening of tenders will be carried out in two stages. That is, after receiving the financial and technical proposals in separate sealed envelopes, the technical proposals will be evaluated first. Financial proposals will be kept at the Procuring Organization during the period of examination of technical proposals. After the end of the technical evaluation, the bidders will be invited to the purchasing organization at an appropriate time, the financial proposals of the Bidders who submitted an offer that does not meet the technical requirements of the set of basic conditions will be returned unopened, the proposals of the Bidders who successfully passed the technical evaluation will be opened and announced- The power of attorney must be presented by the Bidder's representatives submitting or withdrawing the proposal, and must be present on the identity document.
 Bidders who have submitted technical and financial proposals in the same envelope will not be accepted.
A power of attorney must be submitted by the Bidder's representatives submitting or withdrawing the bid and it must be on an identity document.
Bidder's representatives must come to the Procuring organization at least half an hour in advance to register.
Bid envelopes submitted after the specified date and time will be returned unopened.
Later changes regarding the person who will represent the applicant in the competition will not be accepted.


The acquisition of the participation right and an invitation to bid:
Those wishing to purchase an invitation to bid in Azerbaijani, English or Russian languages can obtain it from the contact person in electronic or print form after paying 118 AZN ( VAT included), or an equivalent amount in any other freely convertible currency to the below-mentioned account, till the date specified in the paragraph I of the notice, on any business day of the week from 09:30 a.m. to 17:30 p.m.

Execution term of the Contract:
The purchased product can be ordered in parts. Delivery is required within LOT-1 35 calendar days after the Buyer’s order.
The warranty period for the purchased product:
The product purchased must have a 1-year warranty after use.

Persons wishing to participate in the procurement tender must notify the coordinator in advance and receive portability, although it is advisable to provide other types of guarantees (such as letters of credit, securities, invoices, transfer of funds to a special account, deposits and other financial assets).
An advance payment bond shall be at least equal to the sum of advance. 
Contract performance bond is set at 5 % of the purchase contract value.
The amount of advance payment for the competition is recommended to be up to 30% of the bid price.
 Please note that the Advance Offer amounting to more than 50% may be accepted on the basis of a decision approved by the Purchasing Committee of the State Oil Company of Azerbaijan (SOCAR).
The competitive bid must be submitted for the full amount. The competitive proposal can be evaluated in full or by items, taking into account the financial efficiency.

Time, place and the opening date of bids:
